Max and the Chief take another government vehicle, a Cadillac DeVille, to chase Agent 23. They crash into a golf course, hitting a shack that flies into the air and lands on an airport fence. This allows them to jump onto a small plane. Max leaps out of the plane to reach 23’s car and rescues 99. However, during the chaos, the car catches fire and ends up on railroad tracks. To distract 23, Max kisses him. The SUV then crashes into a freight train, resulting in Agent 23’s death.

After examining 23’s nuclear football, Max discovers that the bomb will go off with the last note of Beethoven’s “Ode to Joy.” They hurry to Disney Hall, where Max tackles the elderly conductor just before the final note, saving the president and Los Angeles. Siegfried learns his plan has failed and tells Dalip he won’t kill Dalip’s wife for his failure, sarcastically suggesting it would benefit the world if he did. Dalip responds by throwing Siegfried into a river, much to Shtarker’s delight.
At CONTROL headquarters, Larabee and Agent 91 playfully tease a new employee until they realize he is Hymie, a CONTROL robot created by tech enthusiasts Lloyd and Bruce. Max receives accolades and finally achieves his dream of being a real spy, with Agent 99 as his girlfriend. Meanwhile, Dalip becomes an analyst at CONTROL. The film concludes with Max and 99 leaving CONTROL headquart.
